It's one of their super-secret Akula III class, small nuclear attack subs, optimized for littoral operations, and without the large sail normally seen on most subs, in order to permit safer close-in launchings of Spetznatz troops at night, and to minimize radar and sonar reflections, e.g. a "stealth sub".

The bump in the middle is where the sensors deploy from, on telescoping periscopes/masts.

No doubt, Putin ordered the daytime, close-in surfacing just to thumb his nose at our navy and defenses. He's been doing a lot of that lately, especially with his bombers.

Don't tell anyone, since these are supposed to be Top Secret still…..

The Castro brothers have ordered a whole fleet of them, and Chavez is said to be interested in them too.
