Does this vary from place to place?
And, what if he is not in uniform?

Why, do you have an especially nice car?? One that will perform well in a Steve McQueen San Francisco car chase? Or perhaps you have a pathetic little 4-banger that will embarass the living-noodles out of you as the T-1000 drives a Peterbilt Semi right into your back seat?

In the UK no (repealed in the 60s), although people tend to assume they can. Looks like in the USA it depends on state and/or city law, but it seems to be a misdemeanour offence in a lot of places if you say no. Uniform shouldn't make any difference as long as the cop has ID. Looks like there are *lots* of grey areas though:

If a cop tries to commandeer your car, do whatever he says.

This is the general rule for police interactions, since they can just kill you, and almost certainly get away with it.

Obviously, if what they're telling you to do seems worse than/as bad as the risk of death/imprisonment/severe thrashing/all of the above, then feel free to make a stink.

Remember thpugh, making a stink at the scene is often against the law.

Early 90's my partner did just that. Seems he was chasing a Baylor track runner who was wanted for some felony. Of course he was getting smoked by the felon, so he stops a passing truck with three guys in it. He told me they gladly chased the runner down, jumped out, threw the guy on the ground and held him while he put the cuffs on. When he got up to thank them, they were already half way down the road.
