I'm looking for inspiration (mainly for faces/heads) and find very little that seems innovative.

Did I say "very little"? I meant nothing, with the exception of this here:

PS. I am on a short deployment in Nevada (levee break), living out of hotels, so all I could bring with me on the trip was my Green Stuff and some easy-to-carry sculpting tools.

In the D&D miniatures sets try the Desert of Desolation set – in particular the Sahuagin (33/60 U) or Sahuagin Baron (34/60R)

or

Night Below set, Kuo – Toa Hunter (54/60C) and Kuo – Toa Whip (55/60U)

or even

UnHallowed set, Marid (21/60U)

Stronty, the problem with using real fish heads is fih generally don't have a neck, so it can be tricky to woerk out how the back of the head and neck would look. The seahorse pic you posted is an exception. I've seen a 'sharkman' mini where the torso simply continued up and curved forward to the head.

There was a race of fishmen in Burroughs' Carson of Venus books. One of the ERB sites has a damsel in distress cover illustration from, I believe, Pirates of Venus showing a fishman leaping into the water with the maiden/princess he's kidnapping.

I had been thinking about making some fishmen for a Carson of Venus game at one point. I was inspired by the recent surge in releases of figures suitable for medieval and ancient Chinese armies. I think the Medieval Chinese style of armor would look really cool on fish-headed warriors.

I don't think they would have mammaries.

I suspect the males would be more colorful and perhaps larger then the females although even that wouldn't necessarily true.

I was just about to point that out myself. I realize that mammals and fish have to have a common ancestor, but I don't think evolution works like that.

Picked up the 40mm/52mm Pirates of the Caribean figure set today for 1.99 UK Pounds at In Store. The set I have is the fish or lobster character set and the lobster man will now be re-based and re-painted as a Lobster Man for my Flash Gordon background.

The rest of the figures could be used as inspiration.

I guess that what I'm planning to make is a few heads of beings that were once human but, due to some catastrophe or whatever, reverted to an aquatic state.

Maybe I should think dolphin-like instead of fish like, right? What do you think?

I've got to the point where I have put it to the side and i'll come back to it, needs a little detail on the reverse IMHO.
