We are have a new bathroom fitted.

So far we have a toilet that constantly runs and a bath. Also we have lots of holes on the floors and walls.

My friend did that once and the judge gave the plumber the house. You can't mess with them they are licensed and have the right to put a no payment judgement on your house.

Must be a New York thing as contractors have to post performance bonds against shoddy or incomplete projects in CA. Of course, that assumes you're dealing with a licensed contractor. If you're not, then they aren't supposed to be doing jobs over $1,000 USD anyways. On the other hand, contractors can put a "contractor's lien" on a property until the job is paid in full, but that's agreed to up front – and is usually on bigger jobs.

DO NOT put a stop payment on your check. Regardelss of how horrible of a job he did YOU will look like you were trying to commit fraud/theft of services. Just don't pay him any more until the work is done. If you have to get another contractor to finish the job send the old contractor the bill. Better yet let an attorney send him the bill.

As for the running toilet, since he's not done, you can shut it off at the floor stop and just open it as needed to keep water in the bowl etc.

John, I hope you don't mean all Plumbers, because some of us are hard working, honest, Blokes who take pride in our craft. I would never leave your fixtures in such a state.

I once had a plumber try to charge me 235.00 to replace a .99 cent part (wax ring). The only time I will ever call a plumber again is if my cast iron vent stack needs fixing.
I did my whole bathroom remodel shower and toilet, my kitchen sink installed and drains had to be re-routed for the new countertop and installed the dishwasher.

Buddy of mine had a house built last summer, the plumber(s) ran hot water into his master bedroom toilet.

While it wasn't the sort of thing he wanted to pay for, he did like the heated seat & tank when he sat down in the middle of the night.

Found another problem.

The walls can not be tiled because the edge of the bath should have been set into the wall. Either the bath has to be refitted or the bathroom walls require half an inch of plastered added to them.
