I think this is the theatrical makeup style of painting. Like a stage actor's make up. Up close it looks overly done, but from a distance, like on wargame table, it makes the details stand out. The figures might better be show at games length.

Tried viewing at table distance, you can't even see the lines, it looks like a solid colour.

I agree with Bob. The figure size requires a "cartoony" painting style to work. I like it.
