Does pulp alley have rules and lists or an expansion for vampires, hunters, werewolves and that sort..

I believe that there are some rules for horror leagues that could be adapted

The Perilous Island book has rules for 'weird' leagues that you could use to craft the kind of stuff you'd find in a Universal horror movie. Tomb of the Serpent has rules for a more cosmic horror type of game.

But for the most part you pick the abilities and provide your own justification/set dressing- i.e. the flying ability could be because of wings, bat form, jet pack, whatever depending on the genre you're aiming for.

There are a great set of horror rules available for doing vampire hunting, zombies of HP Lovecroft style games.

This is all done using the 'Horror Deck', which is a set of cards that came in with Tomb of the Serpent supplement.
