Yes, 1/64 is the old 'true 25mm' scale. It's also model railroad S scale.

If you download and print yourself, print at 114% (64/56) to get it up to current 28mm size.

Though I prefer 1/60 scale for buildings (yes, I'm showing my inner nerd here. 1/60 scale is 1"=5', classic D&D scale). That would be 107%.
