In fairness to all other rules on this subject and gaming in general, after reading a buyers comment on the download site, I have to remark that all rules generally have options that players don't use. When a comment addresses "actions" it is typical that gamers can always implement their own ideas into the rules such that actions can mean move, move, move or move, face move, or shoot move turn and so on. So when the commentor/buyer makes this observation the rules may be good and the buyer may be less bored by horse and musket rules, but remember that one can always not do or tweak any rules they like, so all rules can potentially work the same way. The challenge is to try and keep the player from having too much control.
