Starfire: New Empires contains only the strategic rules for controlling an interstellar empire in a bid to conquer the galaxy. It contains rules for building star systems, on how to handle the economics, research, and diplomacy of an empire, and for handling non-player races who will fight against the players. However, these rules require the Starfire 2nd Edition rulebook to resolve the tactical combat scenarios that result from the strategic gameplay.
