Wargames Illustrated: "Did You Get an iPad, Kindle Fire, or Android Tablet for Christmas?"

It seems content can only be permanently downloaded to a tablet. Can it be permanently downloaded to a PC? If not, this is the step required for me to start a subscription. Even if I have a tablet, I'd store all important data on a PC with an online backup service as I do now. Please advise.
