Infantry teams should be based, but sizes can vary a bit from the standard (1.25" frontage by 1" deep); several playtesters used different base sizes for their armies and it had a minimal effect on the game.

If you're playing with 15mm troops, larger bases work fine, so long as both players have bases that are relatively close in size. There's also an optional rule in the full rulebook allowing a squad to be represented by a single stand that takes a number of hits equal to the number of teams in the squad. This also works well for 15mm (and is just fine at smaller scales, too).
