Most gamers can comfortably handle 2 to 6 ships (depending on type of ship and experience of the player). So anything up to small squadron (2 to 6 ships) a side should be manageable. And a good rule of thumb is limiting 2 ships per player for the first couple of games until comfortable with the rules.
