Printing Whitewash City PDF files at 100% yields 30mm scale Wild West building models, so obviously you need to reduce the Whitewash City PDF files by 50% to obtain 15mm, and then you need fairly good skill to cutout the parts and assemble them.

Several people have contacted the Whitewash City publisher (Eric Hotz) with plans to make a 15mm "Whitewash City" town, but Tony is the first person to set up a webpage with wonderful color photos showing his results! Very nice job, Tony! Tony promises to upload more photographs soon.
