Federation Commander is a simpler version of Star Fleet Battles. Energy Allocation is to be handled in a very simplistic, abstract way. Damage allocation is supposed to be quicker. I don't remember if it is supposed to be geared towards easier game play or fleet battles, but it will be a radical departure from what SFB has been for years.

Some of the players for the old Babylon 5 Wars game from Agents of Gaming have been creating ship sheets so that SFB and other Star Trek ships can be played using the B5W rules. While I don't agree with how they have done some of the conversions, the work is pretty proffessional looking and they are out there for those who are interested.
