John and Marcus are correct. Sauron could still take on a fair and pleasing form at the time the Ring was forged. That's how he was able to seduce the elven ring-makers and steal their secrets so he could make the One Ring. After Numenor was destroyed he lost that ability and could only be a dark and scary guy.

Of course the forms that the Valar and the Maiar (of which Sauron was one) could take on were only facades. Perhaps when Sauron was lounging about his fortress he fell back on a less-pleasing shape as depicted in this miniatures (which is very nice). :)

Brief History:

This is a direct statement by our sculptor, Chris Tubb:

The horror of Sauron is described with such masterly language by Tolkien, that any depiction must inevitably detract from the image that is built up in one's mind. However, having said that, I did of course make Sauron at Gorgoroth and Annatar, the latter of which I was reasonably pleased with. Sauron in Orodruin at the Sammath-Naur is the most difficult of all. He is no longer a malign spirit encased in black armor.

This is a 32mm scale miniature, but measures 57mm in height, as our vision of Sauron during this event is of a huge creature.
