Hell by Daylight has been playtested for over 30 years, if you take into account that the first edition was written on a typewriter at some point in the 1990s. The aim of the rules is to cover skirmish gaming (so once you know the rules, you can deploy a platoon or weakened company, with supports, but bigger isn't necessarily better).
People do comment that the morale rules are a bit simplistic, but this is because morale is built into so many other parts of the rules. It governs movement on the battlefield, whether troops even bother firing when you ask them to, and whether they aim if they do fire. It's even possible for poor quality tank crews to abandon their vehicles and flee because there's too much stuff rattling off the turret, even if it doesn't penetrate.
The rules are built around the men, their training and motivation, rather than around the technology.
Anyway, they're rules for a game, you're supposed to have fun and enjoy yourself. We've been having fun with them for three decades, I sincerely hope you also enjoy yourself.
