Yes for the SOF which ensures the longer they are in the field the more likely friction and fatigue sets in and they lose their initial superiority. The Iraqis are controlled by reaction tables (in solo games) or command points (in two player ones)

Scudbusters II

Scudbusters is a set of modern special forces combat rules which combine playability with realism in an attempt to provide gamers with a simple yet challenging game of special forces warfare based on the experiences of allied units in the Gulf and Iraq Wars.

In the game, the player takes control of the special forces units and operates in an increasingly challenging environment as fatigue and casualties take their toll the longer your troops are in the field. Iraqi troops are controlled by reaction tables, and can be as unpredictable as in real life.

This second edition of Scudbusters (originally published following the Gulf War) has been expanded to include Baathist fanatics, Fedayeen Saddam, AFV's Kurdish Peshmergas and North Koreans (for hypothetical "what if?" missions).

Designed for 20mm figures, the rules can be used for scales between 15mm and 28mm with ease.
