Before the advent of LCIs, LSTs and all the other sophisticated means of landing men and heavy equipment on an enemy's beach, the only way to move men in large numbers was to gather all the barges normally used for freight traffic along coastlines or rivers. Then you loaded them up, towed them behind whatever else was available, and pulled them toward the shore or, if you were lucky, wharves or piers for disembarkation.
But for wargames, where would such waterline models be found, and if so, at what outrageous cost for as many as your scenario might need? Now, just use the same PDF as often as you wish!
