Leaving the bases painted, not flocked, is *the* classic plastic soldier look, and was also common with metal figures in the early days. I refer you to back issues of Airfix magazine and the works of Charles Grant, et al. This army looks quite retro, and many would say that is not a bad thing.

The "pickling" solution is also an old technique for helping paint adhere to the plastic figures. It certainly cleans off any mold release, and may in some cases craze the surface to give the paint a texture to "grab".
