The basic tactical unit in Guns at Gettysburg is the infantry regiment, cavalry regiment and artillery battery, as it was at this level at which the vast majority of Civil War battles were generally fought and won. As with Napoleonic actions, corps and divisions may be committed into action but it was at the brigade and regimental level where the actual combat was decided. E.g. The 4th Texas at Gaines Mill and the 20th Maine at the Little Round Top to name but two examples.

Guns at Gettysburg is based on the General de Brigade rules principles of combining the appeal of regiment-based games with the most important aspects of command and control from army-level games. So with Guns at Gettysburg rules, players field a division (or even a corps) and take command of a number of brigades made up of individual regiments. However the continued use of the General de Brigade brigade-order system maintains a significant command-and-control factor that restricts the wargamer from doing whatever he wants with any unit when ever it suits him. Thus Guns at Gettysburg allows wargamers the freedom to command and maneuver each regiment or battery but also includes higher command decisions such as brigade objectives, the timing of assaults and the deployment of reserves.

The figure scale is also maintained at 1:20, as this not only highlights the genuine aesthetic appeal of wargaming but continues to remind wargamers of the fact that even civil war regiments were not highly maneuverable "elements". When a brigade is deployed in column of regiments and attempts to cross a typical civil war battlefield strewn with rail fences, copses of trees and cornfields, players may get some idea of just how difficult it was to maneuver in these formations, and why such formations as extended line and skirmish were so readily adopted.

Finally, as with General de Brigade, there has been a deliberate effort to keep the rules simple. Obviously simplicity means that not every aspect of Civil War conflict can be covered and players should therefore try to resolve any problems in a sensible and friendly manner.
