You can be flexible, but me, for 10mm used here and throughout the rules development, I use the following.

3 rank line. width is 0.75 cm per fig and 4.0 cm depth for the base. Cavalry is 2 rank and 1.25 cm width per fig and 7.5 cm depth. Guns are 2.5 cm width and 4.0 cm depth.

Number of bases depends on how many figures you want on a base. But the most sensible is one base per infantry company, cavalry squadron or gun section (2 pieces). That is how all of my figures are based.
