The original 3rd edition Tactical Rulebook was released in 1992, and republished in 1998 as the Revised Tactical Rulebook. The Revised Rulebook was republished again in 2012 by the Starfire Design Studio. This PDF contains only the revised rulebook.
The 3rd edition rules were built by David M. Weber, the author of the Starfire novels. The Tactical Rulebook contains all of the rules necessary to play the tactical battles in the scenario book supplements. In fact, the Revised Tactical Rulebook contains the revised navy listings for all of the races found in the Stars at War supplement. In addition, the Revised Rulebook contains all of the technologies found in all of the supplements, and has been matched to the game balance revisions found in Sky Marshal 2.
