I would go for every day clothes, they are generally going to be used on a battlefield so full suits and full dress uniform would look a tad out of place!! Ambassadors, definitely, and the baroness/countess is a must. Ambassadors should be pointing and directing etc, as if overseeing the troops. The catholic priest is another character from the movie that would look the part. If your going to do legation troops, how about some walking wounded. There were plenty in the film and would look excellent on a gaming table, as "extras". As you can tell I have a passion for this conflict. Best stop now and go lie down in a darkened room!!! We also have some packs on sale, because our casting team got a wee bit carried away one day last week. In the Napoleonic section, some packs of four infantry are down to £4.00 GBP.
