I read through it a few months ago but from what I recall, the stands are in inch increments (I think up to 20"). Attacking range is either within or 1+/- altitude. There are rules for hero types (Bond, etc). Rules are included for attacks by big fish and how/when they come around. There are various undersea weapons, diver armor levels (3 I think), and rules for undersea vehicles/sleds.
I'm going to use 10 levels I think just for stability. I picked up 4 packs of "Undersea Adventure" plastic toy guys that I'll be using. Not all poses are useful (camera guy) but they have some with spearguns, guns, knives and they include a sled and minisub. My impression on reading them was that they are a good buy and handle all that I'll need for Bond style battles. I just need to figure out the most economical way to do basing but have them stable for small hands. It will totally work with the sea animals you can find at Michaels and they have rules for giant clams!
