Shapeways' minimum feature size is 200 microns. You can judge for yourself if that is reasonable print quality.

I've ordered pieces from Irrational Designs
link and found the detail quite good

My own pieces ( shapeways.com/shops/objects ) have also worked well for me. :-)

printapart seems to offer much better resolution, but it looks like the cost is higher (about $4/cm^3 when I last looked).

Using the exciting technology of 3d printing, Spinneyhead is creating weapons and scenery for 28mm wargaming. The first products include science-fiction sentry guns, robots, and modification parts for figures and buildings.

Price depends upon the material used, and there's a minimum order of $25 USD. There are also street furniture models in 1:76th scale, which will be coming soon to 28mm.
