This is a very common design flaw/choice, the moreso in 28mm figures , to the point where it's so common no on else even seems to notice. In 15mm the best exemplar of stumpy-calf syndrome is probably Essex Miniatures(although in the more recent releases it's not quite so pronounced).

Ghost Team

Each 15mm Ghost Team pack includes nine figures:

six operatives with advanced bull pup rifles with suppressors
one operative with heavy Squad Automatic Weapon (SAW)
one operative with Sniper Rifle
one command operative with cast-on head

Every figure includes a sprue with three optional heads and a backpack. This allows for an almost infinite customizability of your squad.
