"We Can Be Heroes" has a free supplement for their rules, "A Toy Story" available at their website.

There's four or five here:
freewargamesrules.co.uk

Otherwise, any rules will work.

Try the following:

miniaturewargaming.com

And probably the best site for what you're after:

You can try WarEngine its what I use for all my mini gaming and works great for any scale or Genre.

scale doesn't determine what rules you use. Rules for 15mm and 28mm are just fine for our bigger toys. Try Flames of War if nothing else.

I found combat storm to be worth the price; the game is okay and detailed, and provides a good game. Not really the accurate combat sim.

I'll vouch for red poppy white feather, and also for men of frost, from the free wargames uk site. Both were fine rules that were not necessarily meant for Toy Soldiers but worked fine.

There are scads of toy-soldier rules and of free rules available.

The only problem is that there is no standard of rules. You're unlikely to find another group playing the same rules as you.

I think Combat Storm could end up being those almost universal rules some day. I bought them, have played them, and would recommend them, with the above caveats.
