Can anyone refer me to a place where I can find small plastic one piece fire engines? I want to use them for counters for a game and I can't seem to find any.
10mm or smaller scale.

Try the toy stores. I saw some the other day that would work for 15mm and they had both larger and smaller versions. Think it was K-Bee Toys or something like that.

Irregular miniatures do an old and modern fire engine in their 6mm Riot range.

They also have a 15mm fire engine listed in their 15mm riot packs on their website, but I couldn't find this listed separately.

As Saber6 stated, the best choice will be to pick up a N scale truck. Lineside makes fairly cheap resin ones when compared to other N scale models.
