So both the Gate and this incident are the result poor preparedness and command issues. This article describes the mistakes.

But where does the buck stop? Do we blame Reagan himself for the poorly conceived Beirut preparation and rules of engagement that cost hundreds of Marines their lives? Reagan had no military experience. He depended on subordinates to handle tactical matters.

"Hunting out the perpetrators in Washington" Really? You think Austin was the reason inadequate defensive measures resulted in those deaths? Politics…

"The Buck stops" up the Chain of Command.

1) Who was in charge of the AO[Area of Ops] ?

2) Who was the commander on the ground and his/her XO at Tower 22 ?

3) Who was his/her next level of command ?

4) What were the intel reports saying ?

5) What was the Threat Level in the AO and Tower 22 ?

6) Why were they not prepared for this attack ?

That's off the top of my head … and I don't even have to read the report.

If you think that Military preparedness and Foreign Policy are annoying distractions from what the Administration should really be concerned about, that is what you get.

President Reagan enlisted as a Private in the Army Reserve in 1937 and ended World War Two as a Captain. He never served overseas nor in combat, but still he did have military experience.

I would say, after a certain year in the White House, I doubt the POTUS had any real concept of what was really happening around him.

The base commander is the responsible party on something like this. Unless he was given direct orders to not be prepared. For example, getting orders from above that you can't return fire without permission from The White House, you have to keep your weapons unloaded when not in combat, you're not allowed to patrol outside the gates, etc. These are some real examples from various times we've sent men into hostile situations over the last 60+ years.

This happened in Beirut and I always wondered if it was political. ROE…No round in the chamber, bolt closed, safety on. No ammo with the automatic weapons. Only one guy chambered a round before the bomber hit. I have read that the officers believe the attack was in response to heavy naval gunfire ordered earlier by the US in support of Lebanese troops.

I'm sure the base had a Drag Queen Appreciation Night at about that time. That's what was really important!
