Does you favorite rules penalize ski troops for shooting or fighting on skis?
The skirmish rules I play doesn't address it, though it seems like there should be some kind of penalty. |

Obviously guys on skis move faster than those who are not.
I see no reason to penalise shooting for troops on skis. Isn't the combination one of the Winter Olympics sports?
Close combat while on skis though sounds like it could be difficult, so maybe they need to release their skis first. |
