I think that Murphy is correct that the only Romulan sidearms seen have been disruptors. Memory Alpha identifies this weapon as a Romulan disruptor pistol. link It's a big empire, however, and it puts its emphasis on superior technology. So they can probably make phasers as well as the Federation, and may have use cases for them. |
