Was he a General or not, in other words would he have red breeches or just the white ones?

Brigades were usually commanded by someone holding the rank of General Major.

It must be noted that "Germanic" countries' ranks equated a brigade commander to a generalmajor, a division commander to a generalleutnant/feldmarschalleutnant, and a corps commander to a general der infanterie/feldzeugmeister or kavallerie. But of course officers of one rank lower could and did command at one level higher, so a brigade commander could be an oberst (colonel) or a division commander could be a generalmajor.
