i was looking through some older posts here as i wanted to find out more about what differentiates each Empire edition, and i came across the mention of Legacy of Glory 2 on several occasions – i never knew there was a 2nd version planned, – what ever came of this?
is this what turned into ESR?

I liked LoG. As far as I know, a second edition was never published. There was a play test 1.5 with a revised order system that built up points to order activation rather than giving a definitive on this turn/next turn/the turn after. It put combat on a bell curve instead of straight %.
The closest thing published to LoG2 so far as I know is Revolution and Empire (the one by Emperor's Press. (There was a "Revolution to" and "Revolution and" by different publishers, unrelated)). It seemed a combination of Empire sequence mechanics with LoG 1.5 order activation and combat charts. Very definitely a 90s detail/complexity set. I never got to play (life happened and I don't have that kind of time anymore) but it looked like the pinnacle achievement of that style rules combining my favorite aspects of my two favorite rules.
Probably more than you wanted to hear.

My group called it "Legacy of no movement"…
We were all fairly expert at Empire when LoG came about. I still have a copy though. It's collecting dust on a shelf.

I really like LOG and have the version 1.5 playtest stuff somewhere at home. I look at ESR as what LOG could have been. I did talk with the designer of LOG at Historicon back in 2011 and he said it would probably be published that fall. Obviously that never happened.
