In searching for material on this, I find the pickings a bit paltry. Thus far have foraged the following:
Warhammer Ancients Fall of the West – has a campaign section with a low level skirmish feel.
Simple Campaigning by John Leigh – the opposite; being a grand strategic campaign with a DBx approach.

Beyond this, not much that I can find. I wonder if there were some articles in older WI, Courier, MWAN, etc.

None I can remember. You might have to start consulting the ancient sources, like Ammianus or some of the later digests.

If you are after ideas for ancient battle scenarios, search for "Kings and Generals" on utube and look for the late roman battle videos. The ones I am aware of are; "Nisibis 217 AD – Roman–Parthian War" and "Abritus 251 – Crisis of the Third Century".

The "History Marche" has a number of good videos.

If you are after rules, the old SPI PRESTAGES rules has a number of late roman scenarios in it.
