Being French, I'll say I am not that impressed : we're skipping the basics again, armour, artillery, anti-air defences etc… Nothing on drone warfare, which is the revelation of the current wars.
Not sure what stands in the deterrence chapter, but IMO hypersonics are a must.
But more than anything, a realignment of our diplomacy is vital, and well, I don't see any hint in what's proposed, as well as a strong reassessment of our startegy and the threats we're facing.
Lots of wasted money, I fear

Does not sound like a good idea … Hopefully it will never have to be tested on a battlefield.
