This is some local official, not in charge of the entire mobilisation effort. It would have been a bit odd for a lowly colonel to be in charge of the entire countrywide mobilisation. Russian military may have lost a good number of generals in Ukraine, but they should have still enough left to organise the paperwork in the national headquarters. As for looking for culprits, there is always the defense minister Sergei Shoigu, who is still in office after almost eight months of the spezial military fiasco. Presumably, he is still rather useful to have as a scapegoat to blame for all sorts of problems (regardless of whether he actually has any practical powers left anymore or not). |

Moscow inhabitants (the ones who have not yet fled abroad) might want to avoid walking close to certain high buildings – it is probably not a pleasant experience to be hit by a general officer falling from a sixth office window. |
