The helicopter pilot probably knew it was not a barge, but, did not want the hassle of pointing out someone had made a mistake so just reported the mission was a success, the target was hit. The person reviewing the footage also did not want the hassle so confirmed the 'target' was hit. They passed the footage to P.R. as that is S.O.P. The P.R. person may or may not have realised it was not a barge, but their job is to release footage of successful missions. The mission was a success, the target was a barge of Ukrainian soldiers, the target was hit, so that is how it was released. This is one of the problems with the RuAF, a 'shoot the messenger' culture where command do not want to hear bad news or things that conflicts with how they believe things are, e.g. the Ukrainian build-up before the Kharkiv attack.
