Working on a planet scale 6mm SF campaign and just wondering what sort of higher level organisation people expect to be used. With the rules (Hell in Microcosm) and can cope with divisional level engagements, but will divisions survive?

Interesting thoughts – for defense, how about brigade groups of armour/mechanized infantry to support local defense forces? For attacking I can see how a division with the mechs and tube artillery would be useful, but for defense agility might be more helpful, especially since you are talking about hundreds and hundreds of kilometers of terrain to cover

Exactly, I suspect it's a matter of balance. Will Sci Fi warfare become 'column warfare' where you don't attempt to hold a front but concentrate of projecting your line of advance?
South African advances north into Angola might give us food for thought?

It depends on what's going on in your science fiction universe. Stepping back a bit for the bigger picture will make the tactical units more believable and fun.

What are the objectives and capabilities of the attacking force? Why are they attacking? What do they have that they can use to accomplish their objectives?

Wars will take place over a front of a thousand miles or so. The aims are traditional, take and hold ground because it's economically valuable, or strategically important, or because you can then bargain it away for something you want at the negotiating table

Whats the position in your background of orbital bombardment?

In the case of Prosperity the war will in effect be a civil war, all the participants live on the planet. So whilst they go for air support, planetary bombardment is probably off the table.
Indeed politically, the local political set up meant that they made damned sure there wasn't an orbital facility anybody could take over :-)
