The way I read this is that Col. James Montgomery was in command and Tubman was the guide. But I guess you could say she "led" them.

I agree. The title is misleading. She was not a battlefield commander.

I'll agree it's by no means clear. It's hard to imagine a Colonel under her command. However, at one point in the raid, the Union forces split and Tubman may have commanded the part she joined. Her presence, and actions, seem to have contributed to the success of the raid. But more detail required…

I would say led, as in led by a scout. The word doesn't automatically denote command.

Even if the command had been split, I'm pretty sure the Colonel wouldn't place a civilian as the military commander for the detachment.
