This question isn't directly about assembling miniatures, but it is about glue, plastic, and rubber, and it's quite likely that there will be a few people with knowledge or information to share.

So: I have to glue a flat piece of rubber (about 25mm x 35mm x 1mm) to the hard plastic back of my headlamp. The rubber goes between my head and the lamp.

The original was on there for, it must be, well over 10 year, with travel to three continents. So I'm happy to give it the right glue.

If you don't ever intend to remove it, then use some Aileen's Flexible Stretchable Fabric Glue. Put a thin coat on, clamp it together so it doesn't shift, and let dry (preferably for a couple days.) It won't be going anywhere… ;-)

Rubber to Plastic
For strength, we recommend:
Barge
But for large areas, and a smoother application we recommend:
3M 80
A less toxic, and unfortunately, not as strong option is:
LePage's Press-Tite Contact (solvent-based)
LePage's Press-Tite Green Contact Cement
3M Fastbond 30-NF
There are so many kinds of plastic its hard to give advice here that applies to them all. If possible try a small test in an area that doesn't show.

Some plastics have a smooth surface finish that can be sanded off with a 120 grit sand paper, for better adhering properties.

You could try Low Temp Hot Glue, if you already have a Hot Glue Gun; High Temp Hot Glue is hot enough to melt many plastic types, plus it has a really long set time, due to the high temperature… Do it on a test piece, first. I have used Low Temp Hot Glue to bond soft plastic Army Men figures to both vinyl floor tiles, as well as MDF and wood. It gives a pretty strong grip to the soft plastic figures, for which almost nothing else adheres to. Cheers!
