I saw some photos of this figure and have had difficulty tracking him down:

But even if he's unidentifiable, in general I'm looking for anyone who does surgeons or similar that might be suitable for the late 1860s/early 1870s, e.g. Abyssinia or the Red River Expedition.

I don't think he is a surgeon, I think he is the cook from the Zulu wars range by Empress miniatures.
Zwb63 is the code on the Empress sight.

Old Glory had an ACW surgeon and hospital set years ago, I
think around 2003. Check them out. Even had pics of the
set. Could be used for later Brits. No headgear, so that
would not present a problem of conversion. These were their 25/28s.
