It seems to me that Gibraltar is far more valuable to Spanish governments as a grievance for when things get difficult in domestic politics than it would be as another couple of miles of rocky coastline. In modern times, if Spain had really wanted Gibraltar, all they had to do was refrain from antagonising the inhabitants for a few years and they would have chosen to be part of Spain – the UK doesn't particularly care one way or the other but it can't be seen to be forcing an unpopular choice on the Gibraltarians.
