Dang, that is one awesome paint job on the pen! I love how the purple pops and contrasts with the rest of the pen. Such neat and tidy lines. Oh, and the ships are pretty nice also. grin

Witty asides aside, it's a good question, since, among other things, in Napoleon's day there was not the instantaneous and multifarious and oft-times nefarious phenomenon of the WoofWoofWoof Social Mainstream Internet. This seems to point towards "Public Opinion". Or to Napoleon being "ahead of his time". Literacy and Grafitti are the Writing on the Wall.
