All,
I'm building up forces at a reasonable pace. I've added civilians, supply wagons etc., to the combat elements. My problem is rules. I have Fistful of Lead (Horse and Musket), Pikemans Lament, and Flashing Steel. I am playing primarily solo. I prefer small skirmishes with some rpg elements to them, up to slightly larger actions. Which of the rules above best fits my needs?

Problem with Pikemans Lament is the size of the forces.

Pikemens Lament, and you can game with multiple commands at any command size. Planning a November game with 243pts of Swedes……and slot of players. PL rules make a nice toolbox set if you decide to house rule anything. But beware tinkering there are many subtle things that are there for a reason. Good luck!

Something like File Leader or Once upon a time in the West Country might suit the level of games you are looking at?

Pikeman's Lament is fine for that size of game, although the ECW purists hate it. For bigger games " For King and Parliament" is quite good, grid based and playing card driven, so not to everyone's taste but a good game for a dozen or so units a side in my opinion.
