Any decent Ultraman or Not-Ultraman stand-in miniatures around? Ideally as close to the original design from the show.

Not that I know of, but you could just buy yourself a costume, get an opponent to play Godzilla or another monster, and then us 28mm minis, buildings, and vehicles for the rest of the game.

Worked well on TV.

Your choice of course, but the trope was fairly common for the Japanese. Witness Johnny Sako and his Giant Robot.

Why not just some object that turns some guy into a giant robot, and let's him make flying wheel kicks against other giant monsters/robots?

Boy, real estate prices I Tokyo must have been abysmal back then. In fact,.a humorous take on an already none-too-serious topic might be that the giznt.monstets all worked for consortiums of real property investors.

I've picked up a number of Ultra-Man toys over the years in various sizes that are spot on. Not sure what's currently easily available, but that's a job for Google-fu.

I'm using the "Ultra Monster" series of figures for my kaiju gaming. They mostly range around 4-5 inches tall, and can usually be found for about $5 USD-10 each.

Their only drawback is that their sister brand "Ultra Hero" are much larger for some reason, so your best bet for an Ultraman type is one of the humanoid ultraman enemies such as Ultraman Belial.

Yahoo Auction Japan is the place to go hunting for Japanese toys. It's way bigger than EBay, and much better prices on Japanese goods.

There are two proxy buying services that I have used.

I find Buyee is easier to search, and you can save searches and get email notifications. I buy through them when they are running coupon specials that wave the auction bidding fee.

I more typically buy through ZenMarket. Their fees generally workout cheaper, except when Buyee is running their YAJ special:

With either of them, you will typically get better search results searching in Japanese. Google translate is your friend.
