Those of us who might ever want to try writing or modifying naval rules might want to download (as html files) these armor penetration tables produced by Robert Lundgren and Richard Worth, using Nathan Okun's formulas and programs. Given the transient nature of the Internet, one should probably get these while they're still available. navweaps.com/index_nathan/Penetration_index.php
They would appear to provide us with a good theoretical starting point, using consistent criteria, which can be scaled if desired using historical information (so one could reduce all values across the board for all weapons by 10%, for example).
I've found a good way to print these (after saving each country's page as an html file) is to display the saved file on one's PC, do a screen capture of the desired table, paste it into a word processor, then crop and resize as desired. I used LibreOffice.
