I am looking at this period and wanted to get opinions on:
Can you use LIR figs for Byzantines? What are the differences in the models and/or their kit?

Armor and equipment tended to remain in use until it wore out. Late Imperial Romans can be used for Early Byzantine armies up to about the time of Belisarius. The Field of Glory army list books "Decline and Fall" (early Byzantine) and "Legions Triumphant" (Foederate and Dominate Roman) have descriptions of how the various troop types were equipped.

I would say "Yes", for the most part. Things did not change as rapidly in those rimes, or so it seems. Various ridge-type helmets, and other gear persisted in use for a long time.

I would say you could as long as you don't stray past the end of Justinian's reign.

If you look at popular figure manufactures, who do ranges for both, you can see that there's not much difference.

It may depend on what size you are aiming at. The differences will naturally show up more in 28mm than 6mm, for example.
