They are corrupted elves from the Dark Elves who never went to the West. They are ugly humans, made ugly more by their evil aura, in the town of Bree. They are close enough to humans that there can be half-orcs. Let that last one pass you by. Otherwise, with orcs being elf-derived you have to imagine that there is an ugly horrible equivalent to "Beren and Luthien" which is not what we want. "
