I've just finished the camp for my 4th C Romans. To represent the "fortification", I based it around a watchtower which I scratch built from MDF, card, plastic and some Wills plastic pantile sheeting. I've done a step by step write up on my blog. link
I modified a couple of standard bearers (chosen because of their lack of shields) to represent a sentry and supervisor and gave the two cooks (from the popular Baueda pig roast set) long sleeves to match my Minifigs auxiliary infantry.
