With the OFM, that statement in Ecclesiastes is a broad, generalized statement saying that "new" is an artifact of your perception, but not an artifact of how things are. This is exactly the context of the statement.

The "new" in "new scientific discovery" modifies "discovery". We are discovering knowledge that is new to us. The phenomenology itself has been around for billions of years.

Science is a discovery WIP and progress is slow. Hardly any theories are ever proven into Laws but it is still progress. Scientists need to make a living so they continually need to come up with new theories for publication.

In addition to Douglas Adams, I suggest delving into Robert Anton Wilson's writings, both his fiction & his scientific speculations.
